But in doing so, they may be eligible for less money than janitors who have been laid off or furloughed by a nonessential business.
In an ideal world, Ganong said, the people who have kept working at hospitals or grocery stores would be receiving some kind of hazard pay. Many were surprised by the number of workers estimated to be eligible for unemployment benefits that exceeded their original wages.
The question is whether this will be a problem as the economy starts to reopen. But it could also make it more difficult for businesses to convince their workers to return — at least, at the salaries they were being paid before.
Republicans, meanwhile, are pushing for a cap on benefits or a bonus for workers who return to work. Another option, Ganong and his coauthors point out, is for the federal government to provide workers with a percentage of their lost wages that, combined with state unemployment insurance payments, would come close to replacing their original salary.
But that would require a more complex calculation by state unemployment insurance agencies — one they might be unwilling or unable to implement. And it would continue to provide some kind of buffer for workers who have trouble finding jobs. As some business owners claim that enhanced unemployment insurance is making it impossible to hire workers , an Insider analysis reveals how benefits match up with average pay across every US state.
Using data from the US Employment and Training Administration , we reviewed how unemployment benefits compared to wages as of the fourth quarter of , the most recent period for which figures are available.
In all but three states, total average weekly state and federal benefits were lower than the average weekly wage. The exceptions are:. These include:. However, in many states, enhanced unemployment insurance is not even close to average weekly wage. Some examples are:. Average weekly wages do not take into account costs associated with employment such as transportation and childcare — funds that someone would not need to spend if unemployed.
Conversely, employment often comes with additional benefits, such as healthcare and k plans, as well as the prospect of future career advancement. However, that comparison comes with a major caveat.
They also affect the distribution of resources within income groups. For example, janitors who stay on the job may be paid less than unemployed janitors collecting percent of their prior wage, and laid-off retail workers collect percent of their prior wage while their colleagues who remain at work receive only their prior wage — and have to work.
